The gentleman in the suit is Louis R. Chamberlain, postmaster from 1891-1893.  
The post office was located in the general merchandise store.

Louis R. Chamberlain served as a Justice of the Peace.
Picture was found in possession of his widow, Mittie Vandiver Chamberlain and passed down to eldest son, Fred L. Chamberlain and then to his daughter, Sarah Chamberlain Reeds.
