Draw New Jury for 1949-50
Two women and 17 men were impaneled yesterday as the 1949-50 Kern county grand jury.
Superior Judge Warren Stockton, who a presiding judge impaneled the Inquisitorial body, appointed Arthur E. Hoagland
of 322 South Chester avenue to serve as foreman. Hoagland, a retired businessman, was also a member of the 1940-41
grand jury.
In a closed session after the open court proceedings, Ivan I. Roberts of 1900 Second street was elected secretary.
This is the first grand jury service for Roberts who is in the insurance business. Hoagland said that although
no meeting date has been set, the grand jury probably will convene in mid-July for the first formal session. At
that time, he said, it will most likely adjourn until fall so that members may take vacations during the summer
months.
The new grand jury follows in the footsteps of one whose investigation of county government led to the indictment
of three officials Harold P. and Leslle N. Bowhay and Walter E. Marks and the accusation of Sheriff John E.
Louistalot. The case against the sheriff ha been dismissed. Marks was fined $1,0000 and put on two years probation
yesterday and demurrers have been filed to the indictments against the Bowhay brothers.
The 1948-49 grand jury pointed out the following as still meriting an investigation and consideration:
1. County chamber of commerce The need for and efficiency of this body. (The chamber is supported by county
funds.)
2. County insurance program A complete investigation should be made of the Kern county Insurance program, including
a survey of all policies.
3. Personnel The report of the personnel director, made at the request of the 1948 grand jury, is turned over
for survey and recommendation.
4. Sanitation districts An investigation should be made as to the management of and fees paid in the operation
of all sanitation districts within this count.
5. Welfare department By the time the 1949-50 grand jury is impaneled, perhaps the pre__ unsettled relations
between the state and county as to responsibility will be resolved.. We suggest a thorough audit and investigation
be made of this department of such time.
