The following is an abstract from the Minutes of the preceedings of the Board of Supervisors of Roads for Polk County to wit, “Whereas the County Commissioners have paid warrants for Road Supervisors out of Special fund, Resolved that the Road Supervisors will return to said Special fund All amounts paid out of said fund from and including this date, when the Road and Bridge fund

Ordered that the Board of County Commissioners for Polk County does hereby appropriate One hundred and twenty five Dollars to pay for Five Thousand Copies of the “Trade Edition” of the Courier Informant, soon to be issued descriptions of Polk County and her resources, Proof sheets of which are to be submitted to the Committee named below for their Examination and approval before the same is published.
The following named Gentlemen are appointed as a Committee for the purpose above mentioned, viz:

Commissioners present A. C. Thompson Chairman, Harrison Jones, E. J. Hilliard, T. W. Anderson, H. Schipman. Minutes of last meeting read and approved.
J. W. Bryant made complaint of erroneous taxation and the Board allowed the following reduction viz; That reduction be made from five thousand dollars to two thousand dollars on the valuation of his home place and improvements and Collector be instructed to collect accordingly,
That Joseph Bryant’s taxes which was included in J. W. Bryants assessment be seven hundred and fifty dollars and Collector instructed to collect accordingly.
That C. E. Garratts Lot 9 Hooker and Robesons addition be reduced from three thousand dollars to two thousand dollars and (land description) be reduced from four thousand dollars to three thousand dollars and Collector instructed to collect accordingly.
That G. W. Singletary on (land description) be reduced from five hundred dollars to four hundred dollars and Collector instructed to collect accordingly.
That Moore & Williams on S _/4 Block 1 ____ eleven acres on South Side Section 30 Township 28 Range 26 be reduced form fifteen hundred dollars to one thousand dollars and Collector instructed to collect accordingly.
That J. D. Ezcleshimer on (land description) be reduced form twenty five hundred dollars to sixteen hundred

dollars and collector instructed to collect accordingly.
The H. L. Blocker on (land description) be reduced from thirteen hundred and sixty dollars to Six hundred and fifty nine dollars, and Collector instructed to collect accordingly.
That J. H. Kirklands on (land description) be reduced from two hundred dollars to fifty dollars and Also that on (land description) be reduced from two hundred dollars to forty dollars, and Collector be instructed to collect accordingly.
That F. N. Varn be allowed a reduction of two thousand and thirty dollars on his entire assessment and Collector instructed to collect accordingly.
That A. Pholman on (land description) be reduced from two hundred and eighty dollars to Sixty dollars and Collector instructed to collect accordingly.
That Frank Day on (land description) be reduced from one hundred and Sixty dollars to Sixty dollars and collector instructed to collect accordingly.
That J. B. Young on Lots 14, 12, & 15 Section 32 Township 27 Range 27 be reduced from eight hundred dollars to five hundred dollars and collector instructed to collect accordingly.
That Henry Castor on (land description) be reduced from eighteen hundred dollars to one thousand dollars and Collector instructed to collect accordingly.

It is hereby ordered that the amount heretofore appropriated to advertise Polk County in a trade edition of Courier Informant which will not be issued be appropriated in advertising Polk County in trade edition Jacksonville Times-Union in connection with the Council of the town of Bartow
And it is hereby ordered that A. Bates and A. Taylor be dropped from Pauper list from this date.

Ordered that J. C. Mim’s taxes on the S2 of S2 4 less 4 acres on NW corner of S 2 ¼ of S2 ¼ Section 17 Township 30 Range 25 be reduced from fifteen hundred dollars to one thousand dollars and collector instructed to collect accordingly.
That T. H. Prine’s taxes on the (land description) and Six acres SW¼ SE¼ Section 15 Township 27 Range 23 be reduced from four hundred dollars to three hundred dollars and Collector instructed to collect accordingly.
That T. M. Tyre be allowed a reduction of three hundred and forty dollars on his entire assessment.
That Elizabeth Tyres taxes on S½ NE¼ NE¼ Section 13 Township 30, Range 24 be reduced from one thousand dollars to five hundred dollars and collector instructed to collect accordingly.
That J. A. McCormick’s taxes on SE¼ SE¼ Section 30 Township 30 Range 25 be reduced from five hundred dollars to two hundred dollars and collector instructed to collect accordingly.

Ordered that the County be and is hereby divided into five assistant assessors districts, and that the same conform to the County Commissioners districts, and that an assistant assessor be appointed in each of such districts said appointment to be made by Assessor G. A. Mosely. Whereupon assessor Moseley appoints in district Number 1 Homer Surrency and in district Number 2 W. W. Tillis and district number 3 to be supplied by appointment made by G. A. Moseley and in District number 4 to be supplied in like manner and in district number 5 Robert Bryant. Said assistants to receive as compensaiton for their work not to exceed $75, each.

Rowland Thomas presented his receipt showing that he did not own the SW¼ of SW¼ Section 26 Township 28 Range 25 and the W½ of NW¼ & SE¼ NW¼ Section 35 Township 28 S Range 25 E and the collector is hereby instructed to return the said lands on his list of errors, being Homestead.
Ordered that Mrs. M. L. Snoddys taxes for 1889 be corrected and collector instructed to collect of her only $12 33/100.

Ordered that Treasurer Holland be and is hereby instructed to transfer from Special fund to Jail fund $626 30/100 to make final payment of Jail and Also to transfer from General fund to School fund $2000, which is a loan to be appropriated on payment of Warrants bearing 10 per cent interest. Said fund is loaned to School fund for three months at the request of school board.
Committee examined jail and fund all properly cared for.
Ordered that any widow claiming the exemption from taxation of property to the value of $200, as provided in Section 4 Chapter 3681 laws of Florida shall make affidavit that she is dependant upon her own exertion and has a family dependant on her for support, And any person claiming said exemption by reason of having lost a limb or been disabled in war, or by misfortune shall present a certificate of a practicing Surgeon and physician that he is disqualified from the performance of manual labor, and without a compliance with these regiments, such application shall not be regarded.

Page 321 County Commissioenrs Court 10 O clock A.M. Monday May 5th 1890. Members present A. C. Thompson Chairman, H. Schipman, T. W. Anderson, H. Jones and E. J. Hilliard. The Minutes of last Meeting were read and approved.
Ordered that the following reductions on assessment of 1889, was made as follows to wit:
That C. J. Borden taxes be reduced form two thousand dollars to one thousand on the SE¼ of NE¼ Sec 32, Tp 30.S. R 25 E.
That the taxes as paid by Mrs. H. J. Smith on on W½ of SW¼ of SE¼ of Section 31, Tp 29S, R24 E, be refunded to her as she paid o the wrong land, it having been erroneously assessed to her, & the collector is instructed to report the same as an erroneous assessment.
The taxes on the SW¼ of NE¼ Section 18, Tp 28S, R23E, is reduced from twelve to two dollars per acre. Said land having been assessed to Q. H. Davis, whereas it should have been assessed to G. L. Atkins & son.
That the assessment on the NE¼ of SE¼ Section 2, Tp 32,S, R.26, E, be reduced from two hundred to Eighty dollars.
That the assessment on the NE¼ of SE¼ Section 31, Tp 27S, R26E, is reduced from one thousand dollars to four hundred dollars. Said being the property of Josephine Parslow.
J. D. Tillis filed County Treasurer B. F Holland’s receipt no. 54, dated April 22nd 1890, for the following amounts to wit:

Owing to the duties of the Clerk, he being engaged on legal business on the first Monday in each month and cannot attend the Meetings in person of the Commissioners Court on that day, It is ordered that in future the Commissioners will meet on Wednesday succeeding the first Monday in each month for the transaction of such business that may come before them, and the Clerk is instructed to have the Court opened at the usual hour on each first Monday and adjourn the same to the following Wednesday thereafter.

Ordered that Sheriff H. D. Ballard be and he is hereby empowered to hire out such prisoners as are convicted and sentenced to imprisonment in County Jail. Also such prisoners as have a fine imposed upon them for any offence for which they have been convicted.
Said Ballard will required parties hiring prisoners from Jail to be responsible for their security until the expiration of their term of service, by giving bond and security for forthcoming of prisoners, And parties have prisoners whose sentence was a fine, will be responsible for said fine to the sheriff.
Said Ballard will make reports to this Board at their regular meetings of the number of prisoners so hired and the amounts received for same.
He will also keep the amounts received for fines and for those who were imprisoned separately as the fines go to the School fund and that from prisoners to the General.
The said Ballard will exercise his judgment to the best interest of the County in hiring said prisoners in regard to price and responsibility of parties treating

prisoners according to the provision of the law.

According to the recommendation of the Grand Jury at its last Session and upon the solicitation of the School Board, the County Treasurer is hereby ordered to transfer temporarily from the General Fund one thousand ($1000.00) dollars, and from the Special Fund Three ($3000.00) dollars to the School Fund, which together with the two thousand dollars already temporarily turned to school Fund to be used in liquidation of the out standing School indebtedness.
And the Treasurer will upon the receipt of the taxes of 1890, retain from the School Fund free to use of the several Funds from which the loan was made temporarily, fifty per cent of taxes collected until the Same amounts have liquidated, and warrant no 267, is hereby issued in favor of the County School Board on the General Fund for one thousand dollars, and warrant no 269, is issued on the Special Fund for the Sum of Three thousand dollars, and warrant no 268, is issued on the General Fund Fund for the Sum of two thousand dollars which was temporarily loaned to the School Board March 3rd 1890.
In order to give information to the Public we hereby order the clerk to furnish the Courier Informant an Itemized Statement of all monies received and Expended from July 1st 1889, to June 30th 1890. AdJourned.

Ordered that L. B. Lawson be relieved from paying taxes upon the sum of $825.00 of personal property which was erroneously assessed to him for the year 1889. Also $1.00 poll tax on account of being a non-resident of the County and he paying thereon in another state. And the Collector is instructed to make report of the same in his report of errors and double assessments for that year.
It is ordered that the printing for the County for the next ensuing year beginning the Ninth day of July 1890, is let to G. A. K. Stevens at and for the Sum of twenty five dollars ($25.00) per month, under the Same agreement as heretofore made.
The Sheriff having filed Treasurers receipt no for $ money paid into his hands for prisoners in County Jail which has been by him hired out for the County for the month of June 1890, and the Sheriff is relieved from that amount and the Treasurer is ordered charged with the Same.
Ordered that T. W. Anderson and H. Schipman is appointed as a committee on the part of the County to ascertain the necessary changes to be made in the Count house. Vault and water closets and Jail as recommended by the Judge and Grand Jury at the Spring term of the Circuit Court 1890, with power to call to their assistance such other help as they may see fit. An adJourned meeting of the County Commissioners Court Wed July 14th 1890, for the purpose of Examining and Equalizing the assessors tax Books for the year 1890.

Ordered first that Mrs. Margaret McLeod is placed upon the pauper list at four ($4.00) per month from this date.
The Board then addressed a letter to the Board of County Commissioners of Pascoe County inquiring into the advisability of changing the County line between Said counties.
The county Auditor will credit Collector J. D. Tillis on account of land sold for taxes & Expenses on same on 2nd day of June 1889 & 1890, on the several Funds as follows,

Thursday August 7th 1890. All members being present, ordered that Harrison Jones and H. Schipman are appointed as a committee on the part of the County to meet with a similar committee from Pascoe County. Said Comittees to meet at E. G. Wilders place in Section 2, Tp 26 ,S, R 22 E, on the 8th day of Sept. A.D. 1890, to agree upon a change if possible to do so of the County line between Polk and Pascoe counties, and Petition the legislature to pass An Act establishing the Same.
The Board having decided to build a recorders office for the use of the County, entered into contract with Halls Safe & Lock Company to furnish a vault door and inside lining for same at and for the price of Seven Hundred and Forty five ($754.00) dollars and then ordered the clerk of his board to advertise for Bids for the erection of Said building. Said Bids to be in by the 3rd day of September next, the Board reserving the right to reject any and all Bids.

The contract to erect a Recorder’s office with room for a vault - said building to be erected out of brick - was awarded to Messrs Clark & Bishop for the sum of Sixteen hundred and forty five dollars.

The Board completed the revision of the registration books and during their examination stricken therefrom 374 names which were ordered published in the Courier Informant and appointed Monday Oct 20th 1890 as a day to hear complains and restore names.
Wily Hicks was allowed Six dollars per month from this date to aid him until he is in condition to help himself.
T. W. Anderson is hereby appointed and ordered to attend the next Circuit Court and give such aid as he can to the attorneys in the case of the County against F. F. Beville late County Treasurer.
Ordered that Seven dollars per month be allowed R. S. Paschal until he is able to aid himself and that a warrant issue for the same.
In accordance with a request of the County Alliance the following committee was appointed to act conjunction with a committee appointed by the Alliance to arrange for getting up exhibits and their care at the coming Ocala exposition viz:
V. K. Surrency, G. R. Langford, B. F. Holland, A. I. Loyd and F. R. Greene.
Said committee will meet in Bartow Oct 18th 1890.

At the request of Grand Jury a book was purchased for Grand Jury to record their proceeding in.
The Clerk of the Circuit Court is hereby required to have the ballot boxes, together with the registration books and instructions to inspectors of the several Districts, forward to each District and he will requires the inspectors of the several Districts to have constructed polling places if they cannot secure them at their precinct and forward bill for same to this Board.

It is ordered that B. D. Mann be allowed the sum of twenty dollars for taking care of R. W. Moon whom he found sick and in destitute circumstances and took to his house and cared for until his death and then buried him.
Ordered that we recommend the Road Superintendants to send a committee of three disinterested persons to examine the new road as marked out from Kathleen to County line and the wire road and report their action to the Road Superintendants at their next meeting.
Treasurer B. F. Holland is hereby instructed to transfer temporarily from the Special to the General fund the sum of fifteen hundred dollars until the taxes of 1890 are collected when he will replace the same to the said Special fund.

Whereas the South Florida Rail Road Company have seen fit to charge full rates on exhibition from Polk County to the Ocala Exposition and whereas our citizens have bought seed planted and cultivated their crops to show the products of the County at the Exposition and are now unable to forward them; this action of the Rail Road company greatly impedes the development of the County, in which the Rail Road Company is greatly interested.
Therefore Be it resolved that we deplore this action of the Rail Road company and we earnestly request the Rail Road Company to recind their action and furnish free transportation for our exhibits to the Ocala Exposition.
Capt A. A. Scott and J. O. C. Blount are appointed delegates to Southern Inter State Imigration Convention. And J. L. Roguemore and W. T. Whitledge are appointed Alternates. Adjourned to meet Dec 20th 1890.

Whereas at a former meeting Michael White’s taxes on the SW of SE Sec 2 Tp 30 R 25 were reduced by the Commissioners from three hundred dollars to eight dollars valuation but the Collector was not notified and collected on the $300 valuation - therefore ordered that a warrant be issued to said White for two & 64/100 dollars.
The Bond of L. M. Ballard as Justice of the Peace was presented and approved by this Board.
The taxes of Mrs. A. C. Blount on SW of SW 6 - 30 25 be reduced from eight hundred to five hundred dollars valuation and Collector instructed to collect accordingly.
The taxes of John Jackson on N½ of NE of NE 22-28-23 be reduced from one thousand to five hundred dollars valuation and collector is instructed to collect accordingly.
D. A. Beckworth of Jacksonville exhibited to the Board patent roaler shelving for vaults and we purchased from him shelving for the Clerks office vault now being built, at the price of three dollars per shelf and we agree to take one hundred and fifty four shelves. Said shelves to be in place within sixty days from this date.
