The Richter Family was one of the earliest German families to arrive in Carroll County. John G, the father of Jacob, arrived from Prussia in 1853 and was naturalized in 1860. John G.'s wife, Elizabeth Weidman, also arrived in the mid 1850's with other Hesse Darmstadt families that settled in the Black Oak area of Fair Haven. In the 1860 census John G and Elizabeth were living with their first son John in the village of Mt. Carroll.
In 1863 John G began to buy and sell land in Salem Township where he, his son Jacob, his grandsons, William and John, and great grandsons farmed for the next 100 years. In the 1878 History of Carroll County John G is reported to own 356 acres of land valued at $12,468 and is the Commissioner of Highways.

RICHTER Conducts the large garage near the stone hotel, where he employs the best of mechanics, guarantees all repair work and sells more tires than any firm in the county and at lower prices. If it is done at Richter's it is right. Henry G Richter was on the original board of directors for the Mt. Carroll National Bank when it reopened in 1934. Henry married Beulah Hoy on 3 April 1915 in Mt. Carroll, IL. Beulah was born on 3 Mar 1894.

Carlyle Edward Richter, often known to his friends as Buns Richter, was born in Salem Township, Mount Carroll, Illinois, October 18, 1912. His parents were William Richter and Bertha [Poffenberger] Richter, lifelong residents of Carroll County. On January 1, 1937, Carlyle married Margaret Jones of Savanna. Mrs. Richter’s father, Newman O. Jones, lived many years in Woodland Township with his wife, Nellie [Davis] Jones. The household included ten children, and Margaret was the youngest. Margaret was active in several civic and social organizations. She was among the leaders to begin the Girl Scouts of America in Mount Carroll, and was also the first secretary for the Junior Woman’s Club. Margaret belonged to the Ola Chapter of the Eastern Stars No. 170. She became secretary of the Mount Carroll School District at Center Hill in 1966. From a lad to a man of twenty-five Carlyle was engaged mostly with his father on the farm. He was prominent in local affairs beginning his civic career in 1947. He was connected with the growth and prosperity of the town of Mount Carroll devoting himself for twenty-six years to public service in Mount Carroll as councilman for two years and as mayor for sixteen years. As Mayor, Carlyle promoted the establishment of the city’s sewer system in 1960, promoted the advent of industry in Mount Carroll, generally improved civic services, and concerned himself particularly with the city’s operation of the ambulance service assumed in 1970. He was devoted to this public work and daily contributed his time and energy to the community; in 1972 he received from the Mount Carroll Business Men’s Association a Certificate of Appreciation for outstanding and dedicated service for the period May 1, 1947 to May 1, 1972. Carlyle was also active in the Republican Party, campaigning for numerous local and state officials. For many years he participated in the Scottish Rites of Freemasonry and belonged to numerous civic and social organizations. The Richters are members of the First Evangelical Lutheran Church.
