Organized in 1870, Cowley County was named after Lt. Matthew Cowley, 9th Kansas, who died during the Civil War.   Winfield is the county seat; besides the cities listed at the left, other communities include Akron, Floral, Grand Summit, Hackney, Kellogg, Maple City, New Salem, Otto, Rock, Silverdale, Tisdale and Wilmot.
