"Pursuant to Public Act 93-0333, effective January 1, 2004, every licensed insurer was required to report to the Director information regarding policies issued to slaveholders for death or damage of their slaves that it wrote either directly or through a predecessor corporation during the slavery era. The information was compiled into a report that is available to the public and the General Assembly."

Apparently, slave owners took out insurance policies on their slaves.
The State of Illinois passed a law, effective 1 Jan 2004, that required insurance companies to compile and report these policies - which many of them apparently did.
We've plucked those names out of that State of Illinois' database, formatted them and have sorted them according to state, then by county, then by the Slave Holder Name.
