Organized in 1820 and named after Capt. James Callaway, grandson of Daniel Boone. The first county seat was at a place called Elizabeth, situated on Ham's Prairie, about six miles south of Fulton. It remained until there 1826, when the seat of justice was permanently located at Fulton. The latter place was founded in 1824, by Mr. George Nichols, and was at first called Volney, for the celebrated French author; but the name was soon after changed to Fulton, in honor of Robert Fulton, the great supplier of steam to navigation.
