DOWNING, CASSIUS MARCELLUS, commissioner of streets, Tulsa, was born at Maysville, Mo., September 9. 1874, son of C. M. and Mary K. Downing. Attended the public schools of Kansas City, Mo. Is a Democrat and served as commissioner of streets in Kansas City under the administration of Mayor Keed. He has had charge of practically all paving in Tulsa, which is supposed to have the best paved streets in the United States.
