SMALL, John Humphrey, a Representative from North Carolina; born in Washington, Beaufort County, N.C., August 29, 1858; attended private schools and Trinity College (later Duke University), Durham, N.C.; taught school 1876-1880; studied law; was admitted to the bar in 1881 and commenced practice in Washington, N.C.; elected reading clerk of the State senate in 1881; superintendent of public instruction of Beaufort County, N.C., in 1881; solicitor of the inferior court of Beaufort County 1882-1885; editor of the Washington Gazette 1883-1886; attorney of the Board of Commissioners of Beaufort County 1888-1896; member of the city council 1887-1890; mayor of Washington, N.C., in 1889 and 1890; delegate to all Democratic State conventions from 1889 to 1920; elected as a Democrat to the Fifty-sixth and to the ten succeeding Congresses (March 4, 1899-March 3, 1921); chairman, Committee on Rivers and Harbors (Sixty-fifth Congress); declined to be a candidate for renomination in 1920; resumed the practice of his profession in Washington, D.C., until 1931; returned to Washington, N.C., where he died on July 13, 1946; interment in Oakdale Cemetery.
