In Southern Ohio -- Church Is
Blown Up With Dynamite.

Cincinnati, July 19. -- A reign of terror in the counties of Scioto, Meigs and Gallia, Ohio, bordering the Ohio river, is reported. At Portsmouth last night the Second Presbyterian Church was badly damaged by dynamite, and previously attempts had been made to blow up the power-house of the street railway and teh Offnere school building. A gang of twenty outlaws is evading the officers and posses in Meigs and Gallia counties. Several people have been robbed on the highways and many houses burglarized. Today the large stock barn of Judge H. A. Kent was burned by incendiaries. Vigilant committees are organizing around near Pomeroy and Middleport.
