H. R. 5371. Jeptha Massie, jr., aged 60 years, whose post-office address is R. F. D. 2, Gallia, Ohio, is the helpless and dependent son of Jeptha Massie, late a private, Company I, Ninety-first Regiment Ohio Infantry, from July 31, 1862, to June 24, 1865, who was a pensioner under certificate No. 873174 at the rate of $8 per month, and who died July 12, 1895.
The parents of this claimant wer emarried October 5, 1865. the mother, Effie Massie, was pensioned as the widow under certificate No. 420902 to the date of her marriage to one Brumfield, January 15, 1910.
Claimant has been in a practically helpless condition since childhood, when he was a weak, puny, undersized child with defective vision and impaired mental faculties, afflictions which appear to have resulted from congenital causes. At an early age he became totally blind. He has never been able to do anything to help earn a support except as a blind person may be able to do inconsequential tasks, and as a result has always been dependent as he is now. He has no means of any consequence and no income and is dependent upon relative and charitably inclined friends for his support.
It is recommended that his name be placed on the pension roll at the rate of $20 a month.
