Ross County is located in the Appalachian region of the state of Ohio, established on August 20, 1798. Its county seat is Chillicothe, the first capital of Ohio. The county is named for Federalist Senator James Ross of Pennsylvania.

The name comes from the Shawnee name Chalahgawtha, meaning "principal town." It was the first and third capital of Ohio and is the county seat of Ross County.
