U.S. Sen. Robert L. Owen, a Democrat from Muskogee, announced he would not seek re-election. Owen had represented Oklahoma in Washington since statehood in 1907. He gained the office by legislative appointment, but had retained it by popular vote after the U.S. Constitution was amended in 1913 to require direct election of senators
